REQUEST FOR PRE-QUALIFICATION FOR REHABILITATION OF ELECTRICITY HOUSE BUILDING AT
36 SIAKA STEVENS STREET, FREETOWN

The Electricity Distribution and Supply Authoritywas formed by the National Electricity Act of 2011 and charged with the responsibility of developing a modern and efficient national electricity distribution infrastructure that meets the energy requirements industrial, commercial and domestic customers through upgrading and expansion of the existing network of the country, expansion of pre-paid metering system and training of staff for effective utility management and skilled maintenance of the national distribution and supply network.
EDSA is working on THEREHABILITATION OF ELECTRICITY HOUSE BUILDING AT 36 SIAKA STEVENS STREET, FREETOWN.
1.   Background
Following repeated fire incidences in some sections of the building over a short period of time, Management of EDSA hired a consulting firm to conduct an assessment on the building with regards its structural integrity leading to a dilapidation report.
Management of EDSA has allocated funds in its 2017/2018 budgets for the rehabilitation of the building. The Rehabilitation works will be pre-finance by the most responsive bidder following a due procurement process.
2.   Objective of the Assignment . The objective of this assignment is to restore the building to a sound structural state, provide for safety and welfare of occupants and to mitigate occurrence of fire incidences.
3.      Terms of Reference (TOR) for the Construction.
Note that the consultant, has prepared a detailed design, bills of quantities for the complete rehabilitation of the building under supervision from a professional firm.
Furthermore, the bidding document is readily available and will be sold to short listed firms that meet our eligibility requirements.
Proposals must be accompanied by the following documents:
1. Relevant industry license/certification minimum requirement; Premium Class
2.      Firm's profile
3.      Previous experience of the firm indicating of carrying out similar tasks before
4.      Experience and qualification of key staff for the assignment.
5.      State available of equipment/tools to undertake the task
6.      The firm’s methodology/work plan /schedule of activities  in carrying out the assignment
7.      Documentary evidence of annual financial turnover of a minimum of $2 million for the last two years
8.      Audited account for the last three years
In addition to the above requirement, each proposal must be accompanied by the following documents for local bidders. In the case of International Bidders, document of Incorporation is imperative:
1.      A valid Business Registration Certificate
2.      Valid copy of NRA tax Clearance
3.      Valid copy of a Municipal License
4.      A NASSIT Clearance Certificate

Proposals must be explicit in meeting our requirement.
Note that only shortlisted firms will be contacted after thorough review of their documents in meeting the above listed eligibility criteria. In addition firms are allowed in a joint venture submission for the aforesaid assignment.
All proposals must be delivered to the address stated below. All envelopes must be clearly marked “PROPOSAL FOR THEREHABILITATION OF ELECTRICITY HOUSE’’. Proposals submitted beyond 12:00 Noon on Thursday 7th July, 2017 will not be accepted.This process is open to all Interested Individuals/firms who can demonstrate the ability and capability to perform the aforesaid.
